Duties & Role

• Address all contractual matters related to competitive and sole source procurement, including:
  • Drafting, coordination, and release of solicitations
  • Evaluation and analysis of bids
  • Discussions with bidders
  • Award of contracts in accordance with Agency procurement procedures
• Coordinate and liaise with contractors to ensure compliance and timely performance of contract tasks
• Perform contract administration tasks, including processing changes and amendments
• Review business cases (requirements, potential benefits, and options) to determine appropriate procurement routes (e.g., open market or collaborative framework)
• Investigate, resolve, or escalate procurement-related issues and problems
• Support local internal customers with procurement-related issues
• Keep line manager informed of problems and concerns
• Perform any other duties as required

Requirements

Required:

• Higher vocational training in a relevant discipline with 2 years of post-related experience OR secondary educational qualification with 4 years of post-related experience
• Knowledge of monitoring and maintaining financial records for compliance and audit
• Knowledge of appropriate procurement methods
• Experience with automated data processing tools
• Advanced skills with spreadsheet and word processing tools
• Proven ability to communicate effectively, both orally and in writing
• Experience with high-value, high-volume, high-speed framework contracts for services
• Experience with output/performance-based contracts, including reviewing Statements of Work and providing advice as needed

Desirable:

• Knowledge of policies, rules, regulations, and procedures (particularly Procurement, but also Personnel)
• Prior experience working in an international environment with both military and civilian elements
